Uganda Community & Youth Empowerment Programme

Empowering Young People. Strengthening Communities. Creating Pathways for the Future.

Kampala, Uganda | 1–23 September 2026

The Uganda Community & Youth Empowerment Programme is a three-week community-based pilot bringing together youth empowerment, health and wellbeing, HIV awareness and stigma reduction, entrepreneurship, leadership, mentorship, community engagement and practical learning. 

Through collaboration with young people, communities, local leaders, organisations, volunteers and other stakeholders, INUWA International aims to create a safe and practical environment where young people can learn, participate, build confidence and strengthen their ability to contribute to their communities.

About the Programme

The Uganda Community & Youth Empowerment Programme is designed around a simple principle: sustainable empowerment requires more than a single workshop or one day of community activity.

Young people need opportunities to learn, participate, develop practical skills, access accurate information, build relationships and see pathways towards a stronger future.

For this reason, INUWA International has structured the Kampala pilot as an intensive three-week programme.

The programme combines personal development with practical learning and community participation. Young people will engage with themes including leadership, health and wellbeing, HIV awareness and stigma reduction, entrepreneurship, financial literacy, communication, teamwork, problem-solving, mentorship and community development.

At the same time, INUWA will work with local stakeholders and community structures to understand priorities, strengthen relationships and identify opportunities that can continue beyond the initial three-week programme.

The programme is therefore not intended to be three weeks of activities followed by departure. The pilot will also help INUWA learn what works, strengthen local partnerships, understand community priorities and develop a responsible foundation for future programming in Uganda.

Creating opportunities for young people to strengthen confidence, voice, participation, teamwork and practical life skills while encouraging them to recognise their potential and take an active role in their own development.

Health, HIV & Wellbeing

Providing practical health and wellbeing information

alongside HIV awareness, prevention and treatment literacy, stigma reduction, dignity, non-discrimination and awareness of appropriate support and referral pathways.

Entrepreneurship & Economic Empowerment

Introducing young people to entrepreneurship, business ideas, basic budgeting, financial literacy and market awareness — helping participants begin thinking about how their skills, ideas and creativity can become economic opportunities.

Leadership & Practical Skills

Strengthening communication, responsibility, initiative, teamwork, problem-solving and service. Participants will be encouraged to see leadership not simply as a position, but as the ability to take responsibility and contribute positively to others.

Mentorship

Creating opportunities for young people to learn from mentors, professionals, facilitators and one another. Mentorship can help participants explore goals, ask questions, build confidence and identify possible pathways beyond the programme.

Community Engagement & Development

Working alongside communities rather than imposing solutions from outside. Through outreach, dialogue and collaboration with community actors, the programme will encourage young people to participate in identifying challenges and contributing to practical local solutions.

What We Hope to Achieve

By the end of the three-week Kampala pilot, INUWA International aims to see young people leave with more than memories of attending a programme.

We want participants to have strengthened knowledge, confidence, awareness and practical skills; greater understanding of health and HIV; increased exposure to entrepreneurship and leadership; meaningful connections with mentors, peers and community actors; and clearer ideas about opportunities they may continue exploring.

At community level, we aim to strengthen relationships with local stakeholders, better understand community priorities and establish partnerships and referral pathways that can support future work.

The pilot will also generate important learning for INUWA International. Participant feedback, programme evidence, stakeholder input and lessons from implementation will help us understand what should be strengthened, changed or expanded in future Uganda programmes.

Safe, Respectful & Inclusive Participation

The dignity and safety of participants are central to the Uganda programme.

INUWA International is committed to respectful participation, non-discrimination, confidentiality and appropriate safeguarding throughout programme implementation.

Volunteers and programme representatives are expected to maintain professional boundaries, protect participant information and follow established safeguarding and reporting procedures.

Where concerns involving abuse, exploitation, harassment, unsafe situations, health emergencies or other protection issues arise, they must be handled through the appropriate safeguarding and referral pathways rather than managed informally.

Working With Communities, Not Around Them

INUWA International believes sustainable community programmes should be developed with local people rather than imposed on them.

During the Uganda programme, we will engage with community leaders, youth structures, local organisations, professionals and other relevant stakeholders to understand priorities, coordinate activities and identify opportunities for collaboration.

Potential partners may contribute expertise, community access, training, technical support, facilities, health services, youth networks, entrepreneurship support, mentorship or other resources that strengthen responsible programme delivery.

These relationships are important not only for the three-week pilot, but also for understanding what sustainable future collaboration in Uganda could look like.

Foundation & Mobilisation

Week 1 

Community Entry, Mobilisation & Foundation

 

1–7 September 2026

The first week is about building the right foundation.

INUWA will engage with community leaders, youth structures, local organisations and relevant stakeholders; introduce the programme; mobilise prospective participants; support registration; prepare venues and materials; identify practical barriers and participant needs; and establish the systems required for safe programme delivery.

Participants and volunteers will also be introduced to programme expectations, safeguarding, respectful participation and the activities ahead.

Learning & Empowerment

Week 2

Learning, Skills & Empowerment

8–14 September 2026

Week 2 is the core programme-delivery period.

Young people will participate in structured learning and empowerment activities covering youth development, health and wellbeing, HIV awareness and stigma reduction, entrepreneurship and financial literacy, leadership, communication, teamwork, practical skills, mentorship and community development.

The emphasis will be on participation and practical learning rather than simply listening to presentations.

Week 3

Follow-Up, Evaluation & Continuity

15–23 September 2026

The final week focuses on understanding what changed and what should happen next.

INUWA will follow up with participants, mentors, community contacts and partners; gather feedback; review participation and programme outcomes; document learning and emerging opportunities; support appropriate referrals and continuity actions; and identify improvements for future programmes.

The programme will conclude with evaluation, documentation, team reflection and planning for what can responsibly continue beyond the pilot.
